Environment Ministry notifies Plastic Waste Management (amendment) Rules 2018

The Ministry of Setting, Forest and Climate Alter has notified the Plastic Waste Administration (Amendment) Rules 2018.  The amended Rules lay down that the phasing out of Multilayered Plastic (MLP) is now relevant to MLP, which are “non-recyclable, or non-strength recoverable, or with no alternate use.”

The amended Rules also prescribe a central registration technique for the registration of the producer/importer/brand operator.  The Rules also lay down that any system for the registration must be automated and must choose into account relieve of undertaking organization for producers, recyclers and companies.   The centralised registration technique will be developed by Central Air pollution Management Board (CPCB) for the registration of the producer/importer/brand operator.  When a national registry has been prescribed for producers with presence in much more than two states, a condition-level registration has been prescribed for more compact producers/brand house owners running inside a person or two states.

In addition, Rule 15 of the Plastic Waste Administration (Amendment) Rules 2018 on “explicit pricing of carry bags” has been omitted.

Based mostly on several representations been given from various stakeholders, MoEF&CC experienced constituted a committee on concerns/difficulties faced with regard to the implementation of Plastic Waste Administration Rules, 2016 and Sound Waste Administration Rules, 2016.  The committee deliberated on several concerns associated to the Rules and its implementation by various stakeholders and submitted its tips to the Ministry.
